Bid and Tender Management
Caravel was selected by the national marine safety organisation to specify the marine and industrial requirements for two new telecommunications systems; evaluate and select the best systems for those requirements and manage their implementation. The systems were required within 6 months. Each had to cater for about 100 people operating from a single location with a limited budget available for new equipment.
The new systems were selected and installed meeting the client’s needs at reduced costs.

Caravel’s role included:
• Preparation of tender documents
• Vendor selection and contract negotiation
• Equipment installation, commissioning and handover

Change Implementation
An alternative service provider was sought to deliver a more cost effective and efficient service to ships at sea for a national marine safety organisation. The Maritime Distress and Safety Radio Service (MDSRS) project involved the initial feasibility study to develop the solution concept, tendering for a solution, and then managing its implementation in conjunction with the supplier. This project lasted for three and a half years at a cost of $25-$40M. A hugely successful outcome was achieved where the costs were reduced by half and the service levels were doubled.
Caravel’s role included:
• Preparation of a Strategic Plan
• Management of a feasibility study
• Managing the requirements specification, costing and budgeting, funding, tendering and procurement, PR communications and implementation
• Providing contract oversight for the implementation of new radio stations and an operational control centre

Operational Management Centre
The client had identified the need to consolidate a number of related operational management centres into a single integrated centre. The program of work had been underway for some time and had been unable to deliver the required business and operational outcomes. Caravel was engaged to plan and implement the system and operational consolidation to move the program to completion. Due to the size of the program, caravel implemented an internal PMO capability to ensure integrated management of the 35 sub projects required for delivery. Caravel’s delivery responsibility included all industrial relations, people position establishment, recruitment, orientation and readiness for and transition into the new centre. This project was successfully completed under budget and ahead of time.

Commercial Engagement Review
Caravel’s client needed to enter into an agreement to deliver a specific project that required alignment of 5 specific organisations that already had umbrella agreement in place between them. The objective of the review was to review the existing arrangements and consider alternative approaches for a project contract between 3 of the parties for system supply and a further 2 parties for support and maintenance. Caravel performed the review work including gathering the relevant project scope and proposed contract materials, performed a literature review, developed alternative options and performed a SWOT analysis. The combined output was aggregated into a report for the consideration of the parties.

Change Implementation to Resolve a Sourcing Issue
Caravel’s client had been working with a major system supplier for many years however there appeared to be major issues with the end to end engagement. Caravel’s responsibility was to review and lead the process by which the system was currently managed and to establish how it would be managed in the future. The main activities included a review of the existing supply arrangement, propose and implement agreed process and product improvements, prepare a strategic sourcing plan, procurement plan, RFT documents and set up contracts future supply of new systems. The approach adopted provided the client with a significantly simplified approach, took the supplier deliverables off the critical path and delivered an opportunity to engage with new suppliers.

Program Management Support
Caravel’s client had identified the need to work with Alliance partners to deliver their capital works program. Caravel was engaged to provide the Alliance Interface manager with program management support for the delivery of the Alliance implementation project. Caravel successfully delivered planning and implementation support services, bid management support together with developing the business process documentation to support the new Alliance interfaces.
