Change Implementation
An alternative service provider was sought to deliver a more cost effective and efficient service to ships at sea for a national marine safety organisation. The Maritime Distress and Safety Radio Service (MDSRS) project involved the initial feasibility study to develop the solution concept, tendering for a solution, and then managing its implementation in conjunction with the supplier. This project lasted for three and a half years at a cost of $25-$40M. A hugely successful outcome was achieved where the costs were reduced by half and the service levels were doubled.
Caravel’s role included:
• Preparation of a Strategic Plan
• Management of a feasibility study
• Managing the requirements specification, costing and budgeting, funding, tendering and procurement, PR communications and implementation
• Providing contract oversight for the implementation of new radio stations and an operational control centre

Business Process Innovation
Caravel carried out a feasibility study to determine whether the national Maritime Safety Radio Service could be provided more effectively and economically, given changes in technology, shipping and international maritime laws. Caravel was retained to define the requirements, develop new operating procedures and processes and project manage the implementation of the new radio service.
The project involved the installation of a High Frequency (HF) radio station, seven Very High Frequency (VHF) stations, and a nationwide communications network linking the stations to a central operating centre. Expansion of satellite based maritime safety services, using a Satellite Earth Station was also managed.

Development and Implementation of a National Qualifications System
A national qualifications organisation sought to implement three levels of a new qualifications system within educational institutions. The system had to cope with greatly increased volumes of students and complex course options.
Caravel lead the design and implementation of a new system to support new examination and assessment processes within a very stringent timeline; no delay or system failure was permissible. Caravel completed the system upgrades on time and within budget, and ensured that the design parameters met the level of demand for online access and services without disruption to the distribution of the examination results.

Implementing a Portfolio Management Capability
Caravel’s client had identified the need to manage their business outcomes through a portfolio of operational projects. In order to deliver this, they needed to establish a Program Management Office (PMO). Caravel’s responsibility was to advise and assist the client to put in place the core concepts and documentation needed to bring the PMO into existence. The main activities involved developing the concepts behind Project Portfolio Management, communicating these and then creating the framework of core portfolio management documents. The master project portfolio plan documents included Master Portfolio Governance, Scope, Benefits, Risk, Issue, Resource, Time, Control, Communications, Budget and Business plans.

Business Transformation – Implementing a Program Management Office
Following the creation of a new organisational unit established to manage the co-ordination of a major capital works program, Caravel was engaged to deliver the business transformation program that would deliver an integrated set of business practices. Using gap analysis techniques against the existing program management approach, Caravel developed a far more integrated approach to deliver the new business outcomes using internal and external delivery organisations. A significant amount of coaching and mentoring of client staff and the suppliers was performed to facilitate the proposed changes.

Enterprise Program Management Office – Organisational Design
Caravel’s client had identified the need for greater visibility of its capital works program performance. Caravel was engaged to manage the activities to establish and operate an enterprise program management office. Caravel performed the organisational design, implemented new or amended business processes, applied project assurance principles and delivered a reporting capability that leveraged Software as a Service (SaaS) opportunities to minimise organisational costs.

Change Manager
Caravel’s client had reorganised their operations and established a new organisational unit. Caravel was engaged to plan and deliver the change management activities associated with the establishment of the new organisational unit. Caravel successfully addressed all facets of change planning and implementation from organisational design, job specification, performance targets, business process mapping, delivery of new business process documentation through to on the job training, coaching and mentoring.

Program Management Review
Caravel’s client had recently identified shortcoming in their project delivery capability and need guidance on how to fix the problems. Caravel was engaged to perform a review of the project management structure, processes and procedures to deliver a more effective project delivery organisation. The resultant organisation delivered a greater focus on delivery, accountability and visibility of the program of work. Caravel was subsequently engaged to deliver the first phase of the organisation transformation work and to provide knowledge and skills transfer to the client personnel for subsequent phases.

Implementation of a Safety Critical System
Caravel’s client had identified the need to implement a safety critical system into their fleet of vehicles. The client had already determined the technology solution but did not have the capability to deliver the implementation. Based on similar work performed for another client, Caravel was engaged to implement the solution and to demonstrate improved safety of the client operated network. Caravel’s scope included all technical and change management matters including industrial relations, training, operations management, safety engineering and commercial aspects. Security (physical and information) was a critical aspect of this deployment. The system was successfully deployed into the target vehicles.

Change Implementation to Resolve a Sourcing Issue
Caravel’s client had been working with a major system supplier for many years however there appeared to be major issues with the end to end engagement. Caravel’s responsibility was to review and lead the process by which the system was currently managed and to establish how it would be managed in the future. The main activities included a review of the existing supply arrangement, propose and implement agreed process and product improvements, prepare a strategic sourcing plan, procurement plan, RFT documents and set up contracts future supply of new systems. The approach adopted provided the client with a significantly simplified approach, took the supplier deliverables off the critical path and delivered an opportunity to engage with new suppliers.

Change Implementation – Facilitation Services
Caravel’s client required support to identify ways to improve the procurement, operation and maintenance of their complex systems. The organisation had attempted to make changes previously however had been unable to settle on an agreed approach. Caravel was engaged to provide a facilitation service to deliver an organisational view on the way forward. Caravel facilitated workshops between interested stakeholders in order to arrive at a suitable direction for the future deployment of standard designs and associated work practices. The review took into account operating practices and safety considerations in the context of the economics of the alternatives. The resultant report provided the senior management team with the necessary information to move forward.

Implementing a Safety Critical System
Caravel was engaged by the client to plan and execute a safety critical project to implement a safety system into the fleet of vehicles. The delivery project was required to meet the regulatory body requirements including delivery of the safety case. The program of work covered multiple integrated projects covering system development and deployment, operational deployment, a comprehensive change management approach for operators and maintainers, and the implementation of specialist advisory services to quantify and qualify the approach being adopted in support of the safety case. Caravel successfully delivered a high performing team that planned and executed the program of work delivering the project ahead of schedule and under budget.

Delivery of a Safety Critical System Optimisation Program
Caravel was engaged by the client to optimise the performance of a safety system within its fleet of vehicles. Previous work had identified that there were potential improvements that could be made to optimise the safety layer however it was not clear how far these changes could go. Caravel developed a process to test the proposed changes using static and dynamic trials of the fleet vehicles. As the safety layer interacted directly with users, Caravel designed and delivered an in-service trial that enabled a forensically defensible safety case to be mounted to deliver the optimal change. Caravel worked with the client, specialist service providers and respective unions to successfully deliver this safety improvement together with incremental training and other support initiatives where identified.

Program Management Support
Caravel’s client had identified the need to work with Alliance partners to deliver their capital works program. Caravel was engaged to provide the Alliance Interface manager with program management support for the delivery of the Alliance implementation project. Caravel successfully delivered planning and implementation support services, bid management support together with developing the business process documentation to support the new Alliance interfaces.
